I love this picture effect! Wish they had this on Picnik or Paint Shop Pro. Too cool. I love stuff like that!
It's kind of like the Posterize effect I have in Photoshop. There's also one called Solarize (which I think is the same thing this is) You might have something like that in your Paint Shop Pro. I'm obsessed with it right now :) Gonna take some beach pics using that effect, see what turns up.
